Graz 2003 was the first ever Homeless World Cup. The concept of a Homeless World Cup was conceived during an INSP conference in 2001, therefore the teams competing at the first tournament were organised almost exclusively by Street Paper programmes, giving some of their street paper vendors a chance to represent their country on a world stage.
The Graz 2003 Homeless World Cup brought together 18 men’s/mixed teams from around the world with 144 players taking place. The competition was divided into two trophies. The 100 games took place in the heart of Graz, from July 6-12, 2003.
THE INSP HOMELESS WORLD CUP TROPHY (Tier 1)

The first ever Homeless World Cup was won by the host country Austria, who lifted the trophy after an emotional final against England which ended 2-1 to the hosts. Third place went to the Netherlands who beat Brazil 4-1 in the third place play-off.
THE INSP NETWORKING TROPHY (Tier 2)
Results
The Graz 2003 second tier trophy was won by Scotland who defeated Poland 2-1 in the INSP Networking Trophy final. Russia finished in 3rd place and Ireland made up the top four.
